Reza Shah rose from a simple Cossack soldier to become King of Iran. The Trans-Iranian Railway was built without foreign loans, funded only by tea and sugar taxes! He mandated surnames for all Iranians. In WWII, he was forced to abdicate after refusing Allied demands to expel German nationals.
